I tried reconnecting alot of times and still, reinstalled samp same shit

that's not a samp problem, seems like you're making a delay between starting the game with launcher and logging into your account or might be loading screen freeze however tried to avoid anything i have listed since it might leads to fail verifying the launcher.

also check your connection is quiet decent, try to remove the gta.set located at your pc documents " GTA SAN ANDREAS USERS FOLDER/FILE".

Same shit happened to me ,Tried everything but nothing happened.

I reinstalled my windows + Samp + Gta and it worked

what kind of windows version do you use?

give me a full screen shot of your gta sa folder if possible.

Windows 7 64 bit.

you have a lot of useless cleo files try to clear the unneeded ones as some of them is quiet bugged i am sure, however installing gta sa and sa-mp without mods gives way pure results. otherwise an negative error would appear while starting the game, i suggest installing gta sa and sa-mp in a clean folder which there's no mods/such cleo files at, it will work like a charm.

If still not working after rebooting router , Reinstall ur windows and I guarantee you it will work.

I installed DirectX9 and 11 and it got fixed. close if you can
