How to buy a house?
not on other player but Is it like you will choose the place then an admin can script it for you to buy?
then how much for the cheapest ?

As you said Anddy, you can not just ask an admin to SPAWN a house. Only woot can spawn houses, and will not do that personally for someone.
If you want a cheap house you should try to make /ads and maybe check the Sanbay Auction.

1) Donate irl money(min. 35$) and you will recieve a house in any location.

2) Buy a house with a decent interior(Or whatever your purpose it) and move it for 20m, if you move the house from LV to LS , IT'S FREE.

From LV to LS IS free.

From LV to LS is free, only if the house was there back in LV times, and not was moved from LS to LV and now back to LS and so on..

You cannot map a place and buy a house in that place.
You have to either donate to get a house in your mapping area, or you have to move an existing one to that.
