Hello lads,
I have found this cleomod where it allows me to load the whole map instantly

I wanted to ask you guys if it is allowed or not

Looks legitimate to me, but cleo files are sketchy and you should wait for a confirmation by management just in case

Does it load vehicles and players from greater distance too?

As long as the mod does not load players & vehicles from greater distance than what regular GTA allows, it's allowed.
