windows key + R > type %appdata% and delete .im-rp folder. Then try launching the launcher again.

Solution.1st:First of all remove everything belongs to Gta.
2nd:You've to upload new gta with new everything.
3rd:you upload Samp Team and Launcher.
That's all.
You can close it.
