Interface Editor

Hi, so this might not be really related to IM-RP that much but I need some help with the Interface Editor, I cannot find a reliable source for it nor a tutorial, so it'd be nice if whoever comes across this provides me with a link of the app and a tutorial if possible because it's apparently in Russian. Thank you in advance.

The video is not in english but you can turn the volume off and look how he drags it around up until saving.
