Payment methods

As the title says, is it able to top up euros without using a debit/credit card? Perhaps is there a mobile payment wall available? Thanks in advance.
Reason being, I don't have any of these two (debit/credit cards), and mobile's cellular load as a payment method is very popular in my country, and I somehow had $20 worth of it. Just wondering if I can convert them to IM's euros.
