Basically my FPS is always locked at 90 while my frame limiter is off, I tried crashes and fpsunlocker.asi both unlocks fps but cant be used on launcher, I would really like to use this it makes the game run smoother even when I limit it to 100, any solution other than downgrading windows?

It's the issue with addon, it locks your fps to 90 but shows 100+ in rivatuner etc. Try downloading addon 2.3 from here http://download1510.mediafire.com/42to9 ... on+2.3.rar

I do not have samp addon and never used it, is it useful to unlock FPS?

yes

use fps_boost.cs and fpsunlock.cs and lock ur fps with rivaturner or nvidia

if you have nvidia graphic card use nvidia inspector to set fps you desire.

If you've NVIDIA driver, try NVIDIA Profile Inspector to limit your FPS. Check this thread, briefly explained by Richard.

Alternatively, use Rivaturner to lock your FPS.
