[ANSWERED] Has the server host location changed?

Hey, as the title explains it all. Pretty much self-explanatory, I'm asking the question above due to the fact that I HAVE BEEN EXPERIENCING high packetloss issues while entering the server during a certain period of time. (7PM and onwards)
While I am currently writing this question, I am attempting to join the server and the packetloss is high. While doing so, I also have conducted a test using SpeedTest. Below is the image attached that showcases my internet connection speed from my local area.
