I usually have the same issue. I just run CCleaner and do fix registries and it works :O

Never works bro, i made support ticket and waiting For Makke/woot to i can get unforced and i'll Change my windows after it ... I don't Playing any game in PC only IM:RP and its only server.

Try to allow your SAMP and Launcher in your Windows Firewall.
Allow an App > Allow another app (if not exist) > tick both public and private.
