Why don't you block cheats or ban cheaters instantly?

Because doing so would allow them to much easier develop cheats that are not detected.
Let's say the launcher blocks a certain function that aimbots use, so they stop working. The cheat developer will open their aimbot, join the server, and it's not working. This then allows them to then keep making changes, test it every 5 minutes, until it starts working - which means it's no longer being detected. They can then use this aimbot, share it with other people, and use it as long as they want.
Compare that to right now. They will use their aimbot, and it will work. However, they are unaware that the launcher was able to detect it, and their accounts are already flagged for cheating and making small unnoticeable changes to their packets and damage to make their cheats less effective. Now they will actually play, invest time and effort into their account, all while the launcher is able to gather more information on their cheats and see if other players are also using it. Then eventually, all of them end up getting permanently banned and losing everything they invested so much time to getting.
This is why IM:RP also uses ban waves and focuses on detection rather than prevention, the same approach taken by major systems like VAC, BattlEye, and Vanguard.
