shold I be GunDealer to have fire Arm License?
No, you don't need to be a gun-dealer to obtain a firearm license. Gun dealer is an illegal job which you can get by roleplaying with a 'tier 1 or 0' of an official illegal faction. But that doesn't mean you're going to become a gun-dealer 100% as it's up to them.
As for the firearms license, which is legal and allows you to buy weapons from the legal ammunition, you will have to apply for it in the LSPD forums' firearms license section. Make sure you follow to right format and read the stickies to get accepted.
