Well,I have this problem from yesterday,when I was installing weather and 4x draw distance mod,but I deleted them and I restored the original files as they were.
Sometimes I cant see the land and the objects,I just see "blue"color,like the atmosphere's color.I cant see objects close to me very well too,Im seeing them so opeque,unclearly.Also,sometimes when I just stay in some place and dont move,the objects dont stop from reloading,they're all the time reloading and reloading.

I dont know what causes this problem,but I have some mods installed,so maybe it's caused by them.I have installed mods like SF & LV roads mods,radar map mod,guns,sounds,new effects ( water and building's lights)1 vehicle and some skin mods.Im using all these mods for 6-7 days ( expect the new effects mod) and I didnt have any problems,as I said,I have this problem from yesterday when I was installing weather and 4x draw distance mod,but I've deleted them and not using them anymore.

You can see this problem on the video,check it out and if you know how to fix it please tell me.

Go to Settings > Display > Draw Distance : Decrease it.
Or, re-install the hole game, both SAMP and GTA. Who knows? You might have forgotten something left with the original files.
If you still have the reloading issue, check your Internet speed. It might be laggy

It's nothing of that.I didnt forget nothing with the original files,I checked that 3-4 times,Im sure about that.
The draw distance has nothing to do with it,because Im using full draw distance for years and never had problems with that,if you watched the video,you can see that objects that are close to me,I see them opeque,even when they're really close to me.
I already reinstalled SAMP but that didnt help me,I didnt try to reinstall GTA anyway.
It's not about the internet speed,my internet speed is good enough.

Probably yes,I'm not sure.
Back up you original files and give it a shot.
