'Sticky' threads. [ANSWERED]

Hi there, I've been wondering about this.. do every tread which is made by an adminstrator is automatically a sticky one?
By sticky I mean a thread which is always at the top of the threads list.

Nope, it's optional for them.

Incorrect, they just making them "sticky" if necessary ;
