Well, I've heard about it and i really wanna know what is it, How to install it, what does it does?

-ASI Loader is the tool made by JernejL allowing to load custom libraries with extension .asi in the game process. At the game startup the loader scans the game root folder and loads all the asi files that are normally have to be common dynamic libraries (.dll) with changed extension. ASI Loader also support .gta extension.

-The idea of the ASI loader comes from Vice City, the sound engine of which (MSS) has native support for plugins made as .asi libraries. So, in Vice City and GTA III asi files could be loaded easily just by putting them into the game folder with no external tools needed. GTA SA and GTA 4 do not have such a feature, so the ASI loaders were made.
ASI loaders serve as the base for making another hacks and trainers that need to access the game memory and start with the game (for example, CLEO or Alice).

It's something like CLEO; if you ask me which one is better,
you can use both at the same time.

No idea CLEO isn't allowed for Civs it's just for officers; i think you are not allowed.

Hmm alright, but where do I put it? Just asking

As far as I know, mods that give you "priority" or "power" in difference with other players, aren't allowed.

First put the two files in the GTA SA directory; then
whatever .asi files you got put them in the Gta SA directory.
