No, woot doesn't allow TP's inside houses unless you have interior 18. That interior could get a TP to an office.

It's not inside a house.

The mapping was accepted :

And the money was charity'd by the previous owner. But the TP was not added.
So do I need to charity again now or will it be free?

Request a lead admin+ ( Lead, Head, Owner ) to create a teleport for you, request it IG using /irc and do NOT PM the admins.
It will cost you 1 million.
/admins -- To check the online admins
/services -- To see the fee.
