Hello.
how you set the title colors? for example
http://pd.sa-mp.im/forumdisplay.php?fid=34 , decline is Red.
How to set that decline red?

Those are called "prefixes", set on a specific forum. You are not a moderator, therefor you cannot add a prefix to a title.

Contact some web-master about that and ask him to do that for you, since I don't know how to do that myself.

Admin Pannel --> Configuration --> Thread Prefixed.
If you didn't tell me it't Prefixed, i could not find it! Thanks.
