What is exactly your point. You won't be able to buy a sniper when you have a firearm license, only when you are T1/T0 of a faction. There is another one at Ocean Docks (near the impound) and another one at Santa Maria Beach (near the burger shot).

First of all to have the right to buy a sniper you need to be tier1 or tier0, second there are 2 more ammunations except the main one.
One is located at Marina the other one in Willowfield near the impound place.

You can buy
-Desert Eagle
-Colt
-Sawn Off Shotgun
-Shotgun
-M4A1
-AK47
-Tec9
-Hunting Rifle
-Sniper Rifle [Requires T1/T0 position in any faction]
-MP5
etc.

Main purpose of the license is to evade charges of illegal firearm(s).
If you have license as per the current laws and constitution set by GOV and LSPD
You may carry
-Handgun [Desert Eagle, Colt]
-Shotgun [Normal Shotgun, not sawn off]
-Hunting rifle [Scoped and Unscoped]

You still can get arrested for carrying fully automatic rifles/SMGs. [M4A1, AK47, MP5, Tec9..etc.]
