Are you sure that you installed it properly ?
NOTE:
You need to extract it to your GTA Installation folder.

As you said you don't have the GTA SA, you have to install though if you want to get the maps shown as SAMP Map Editor gets his map load from GTA SA, for sure you will get errors.
