In that file, there's a folder called 'Alci's IMG Editor' - extract that into your GTA SA Mail folder.
..Now, every mod (skins, vehicles, weapons etc) that has a txd and dff file can be added to your 'custom.img' file and the mod should work.
Lets use the PD and SASF modpack for example...
Create a new folder on your desktop(doesn't matter where) and open up the PD and SASF modpack rar files.
Now, extract both rar files into your 'My mods' folder, but in separate folders

In each of the folders, you'll find txd and diff files, those are the actual mods- these txd and dff files must now be added to your custom.img file: TO DO SO;

Run Alci's IMG editor; click 'File' then 'Open' and direct it to your custom.img file (which is in your GTA SA folder > SAMP)

After loading the custom.img with Alci's IMG Editor, you should see the list of txd and dffs, which is stored in the custom.img

To install the mod, simply add the txd and dff files, lets say you want to install all PD's uniform skins, and SASF's vehicles;
Click 'actions' and click 'Import' and direct it to your 'My mods' folder, and select all of the TXDs and DFFs
(the uniforms & vehicles - highlight them all and click open and boom, they're added - just add all the mods you want (txd and dff)

Click file then 'save' - then click 'actions' then 'rebulid' - and you're done.
Notes:
~~If you're joining game and your game freezes and you're forced to end the process, i suggest you use IMGTool to rebuild archive. - Just open IMGTool , click file > open and open the custom.img - then click 'commands > rebuild archive" and start game again. -- People use Alci normal and don't have this problem, but i do; this solves it.
~~You can only use "one" mod - i mean, only put txd and dffs together- example (army.txd and army.dff)
~~If you're having problem with the skin model names and what they look like, go to this (http://wiki.sa-mp.com/wiki/Skins:All) - for example; one of the PD uniform mod is called "lapd1" - go to that link and search "lapd1" and it'll show you the skin ID and how it looks.

P.S. You can rebuild the archive in Alci's too - Actions -> Rebuild.
