Are you sure it's a bug, did you check the forum reports section maybe you have been reported twice ?

you are fined because you got a report forum or you lost cash because some times ago the server are work hard SYQL problem ...

He got that part, what he didn't got was being fined and jailed twice

If you were jailed twice per mistake, simply request a refund at the proper section where you have evidence.
If you have been reported twice where you were jailed in two situations, then you take your own responsibilities for what you did.
