How to use SAMP Map Construction?

Anyone can help me how to use this software? I already looked on youtube, but it can't help me. I want something understandable

Well it is pretty easy, you can install MTA. In my opinion thats the most user friendly map editor. Onve you installed mta start it up.
Once in the menu click on "map editor". And follow the tutorial which shows if you open mta for the first time.

Tip: While you are done with your MTA Map while you saved it you can found it in ; "MTA SA" Folder, just search the map you saved with that name.
