If someone sells it to you yes, you can also donate for houses though

It's all about how you negotiate with the other part. If you know how to do that you can get him to lower prices for you.
On the other hand, you can barely find houses that cheap. You can use '/laptop' > 'Real Estate Sales' and look for cheap houses there.
