Civilians have tazer?

Okay.
I'm a bit confused. Could civilians owned a tazer?
I was in the main bank, helping civilians with Aleyazor on OOC mode.
Suddenly, Raymond Aprille came and tazed Mike Alphonso.
Could it possible?
I'm afraid it would be abused by newbies or immature players :/

That's impossible.
According to what Raymond said, his friend has stored a tazer into a car and raymond took it.

It is possible. I handled it IC with a friend who passed it to me after I payed him a certain amount of money.

And i was trolling when i said he spawned weapons, not sure if this is classed as abuse or not, IMO it shouldn't be since it's handled IC.

Smoke grenades, tazers, batons should be removed same as snipers from /storeguns.

If that's the case, then those weapons should be bought from legal Ammu-nation as they are no longer special. And if that's the case, anyone will just say I got it IC and goes full brain-damaged abusing the tazer and smoke bomb.
