How can I do that?
In the rotation: Change the codes "Z": is the exact how do you want to rotate change it from "0" to any number and it will rotate.
Even try : X and Y

Well in MTA , press over the item and press "F3"
In the rotation: Change the codes "Z": is the exact how do you want to rotate change it from "0" to any number and it will rotate.

I get the same menu for objects.
But for peds, I get this :

Did you read the tutorial from mta? You should do that.
Anyway when i am on my other laptop i'll look since i dont know it atm. Page up and page down is obvouis.
I think it was ctrl with the arrows for rotating the objects
