Why isn't the interior 23 completely same as the one found in the single player version of the game? Why are some of the parts cut off?

Because it looks way better this way, it was edited that way.

I think some HQs still has the original interiors, or atleast may have.

Well the Original Interior got cut into 2 parts, the one that we are using as the level 23 and the other part is used for HQ interiors, such as Corleone's ( well atleast in Rizzuto time, i dont know about now )
