Anyways, did this come out of nowhere, or did you do any changes before the problem occurred?

It's an older PC, my other has windows 7 but who gives a shit, I'm wanting help not here to discuss about operating systems. I tried installing a cleo mod, done it as any other cleo mod should be installed but that shit came up.
