The newbie guide section as a few guides on how to.

..Since Youtube isn't helping you, I hope this does.. have fun reading.
Skins, weapons, vehicles
You can either download each skin, one-by-one or download a modpack; which obviously changes several things.

1.
You'll need a tool to install the mod, first of all. - You can manually install it using IMG editors, or using a program that does the work for you, such as SAMI but I prefer IMG editors.

-I use Crazy IMG editor, there's lots more though. Download it by clicking here; you'll get a RAR file, extract that anywhere (eg. Desktop) and you'll get two files - the EXE to start the program, and a setting file. Start it.
[+] It SHOULD look like this

^ Now you have a tool to install the mod ^
2.
Find whatever skin/weapon/vehicle you like, and download it. - Click here, this is just one of the modding sites I use to download mods.
On the left side of this site under 'GTA San Andreas' you'll see a list of different types of mods; Weapons/Vehicles etc.
[+] Example

-So, let's say THIS CAR MOD interests you and you'll like it installed, hit the download - start download button to start downloading the mod.
-When the download is complete, you'll get a RAR file - extract the file into a regular folder
[+] Look here

@Now, where/how should I install the mod?
In the Crazy IMG editor, click 'File' on the top left, then hit 'Open' (Or press CTRL + O) - Afterwards, locate your GTA SA Main Folder, and there you should see another folder called 'SAMP', double click on it and you'll see 'custom' or 'custom.img' - Last, double click on that file to open it up.
Now, what you just did there was open an IMG file with 'Crazy IMG editor' - you can 'add' mods to that file, save it and the mods should work in SAMP ONLY NOT the single player version of the game.

-Now, the main files here are the TXD and DFF - these two files are the actual mod, so in order to install this mod we've to add both of these files in our custom.img file. **To do so, go back into Crazy IMG editor - click 'Edit' on top, then click 'Add' - From that point, a new window will pop up; in that window navigate to the folder where you extracted the mod you downloaded from the mod-site. - When you're in that folder, add the TXD and DFF files because like I said before, those files are the actual mod, most of the time.

3.
Almost done. Sometimes, I like to rebuild achieve, just in-case. To do that, click 'Open' in Crazy IMG Editor, then Rebuild Achieve and follow what it says - If it gives you an opinion to replace your old custom.img, click yes.
^ Done - you just installed a mod ^
So, let's test it.

Notes:
Most cars/vehicles/weapons mods may have several more TXD / DFF files, if so simply add them all.
The mod I downloaded here as an example- the file's name was 'turismo'; that means they recommend you replace that car with a Turismo - therefore if you add those files the Turismo vehicle will be changed in-game.
-However, if you prefer changing the infernus instead, simply re-name both of the files to 'infernus'. (Or to any vehicle name)
