Reinstall GTA San Andreas or download the original version of gta3.img and replace it with your one at Rockstar Games > GTA San Andreas > models.

If you have installed them in gta3.img and you have the backup files you will have to download a new gta3.img, if you have installed them in the custom.img, you just simple go and open custom.img with imgtools and remove all of the mods added.

You have reinstalled it and it still continues with the same mods?
Do you have the original game?

If you say you reinstalled 6 times, then your GTA is clean. If so, it's your internet connection.

Janvrie you might try this. It isnt difficult and it can decrease your lagg quite a bit

You need an ASI Plugin loader.
Just google it.
And you exe should be "gta_sa.exe" not "gtasa.exe".
It it is, then rename it.
