I've a question about reporting admins. If I want to report, for example Makke for breaking a rule (DM, RK or SK) do I need to PM Ozzy/woot? Or do I only need to PM them if he abused his powers? I'm only giving Makke as an example

I think you PM Ozzy regardless if it was abuse or just breaking the rules.

I can see why the OP is confused.
Even though the title of the thread is unambiguous ("Want to report an admin? LOOK HERE!"), the contents of the thread are slightly more ambiguous, e.g. "Details of abuse: & Why do you think this staff member has abused his powers:"

If an admin has broken a rule, report him like any other player. Only higher ranked admins can jail them though from what I remember.

Admin abuse, i.e. using their admin authority in a way that is considered abusive, has to be reported directly to Ozzy. Contrary to what people might think, Ozzy does takes those reports seriously even if he doesn't respond to you.

Yards pretty much answered it all, but be sure about that reporting an admin might get you in trouble if you do not have enough edvidence. Some might look at that as a fake report (that you are after "that" admin.). So be sure that he actually abused and have the right edvidence.
