thats when you press F4.
it is an old feature which never has been removed. although you cannot use it now a days.
In the old days of Im we didn't had clothes shops so we pressed F4 once we died we were able to choose a new skin.

This is also scripted into SA-MP itself.

It's used mostly for DM servers, as you can just chose a new team/skin there without any RP
