Say if I bought a clothes shop, would I be able to change the interior to say a bookies?

I know that, what I meant is would I be able to change it completely? Such as instead of changing a clothes shop interior e.g Binco to Suburban. Is it allowed to change it from say a clothes shop to a restaurant?

It's possible. I remember Kenneth changing The Inside Track's interior (nightclub) into a customized business interior (another type). It costs the same amount of money.
