Can someone explain how to get materials without buying them? Is it possible without owning a warehouse?

You cannot own a warehouse. A warehouse is owned by a faction. Hence, only factions can make materials.

If you are not a faction member, there is no alternative way to get them but buying them from faction members.

You have to be in an official illegal faction in order to do material runs or /takematerials from your faction's warehouse.
The only way to get materials as a civilian is by buying them.

I got the answers I wanted.
I thought having a firearms license would be worth if because you wouldn't have to spend money on guns but if you still have to spend money I won't get it.
