Yes, there's no reason why it wouldnt be allowed since it's just a normal vehicle mod + you're the only one who's able to see that, this mod appears only on your screen, no advantage
Cam hack is totally different .. you cant compare vehicle mods with cam hack

The mod you showed is allowed, however it also working brakes/steering wheel and that requires CLEO to work. It doesn't give you an advantage, but you're still not allowed to use it just because it's a CLEO mod - ask an admin before use.
But, the actual car mod (txd/dff) is allowed.

As long as it's not a CLEO mod and/or doesn't give you an advantage, it's allowed.
