Nope i dont i installed SAMI and it said that i dont

What's your OS ?
If it's windows XP, running gta_sa.exe and samp as administrator & in compability mode for windows 98/me might help you

BTW a vehicle mod is most probably your problem. I guess you installed a mod for some of the tuneable cars and that's why you get this crash, you should remove that mod to fix your crash.
I had this crash and I fixed it by removing the vehicle mod ( a few months ago )

change your custom.img and gta3.img with the original files, I bet that will fix your crash ..

well it maybe fix it but my net is slow and the two files are large so is there any another solution ??

NOTE : CRASH happenes only in this server it work well in other servers

wait a second ..
you usually crash in a small place when there are +10 players shooting with different weapons?
If so, that's up to the gamemode ( AttachObjectToPlayer cmd causes that, happens to me as well )

Exactly as Vlatko said you got a vehicle mode with paint jobs who the original one can't be painted , so if you don't know how to delete it exactly re-install the game or check my thread as @Johnson said.

Well, The problem is solved
Solution : If you dont have mods then download gta3.img ( ORIGINAL ONE )
