Hello. In order to join any illegal faction you'll have to RP with them. You'll have to find them out IC'ly and probably help them about anything. Then they will decide you are good enough to become a member of their faction or not.

If you are willing to join any faction with an application, that is probably some of the official legal factions like PD/SASF/SDC and others. You can visit their forums and read more about them. They are now recruiting people by live recruitments as I see, so check out the dates and you may attend to some of their live recruitments and try your luck.
