I'm just asking, why the server won't work, or that for everyone, or IP changed or something, please i need someone to help me.

It's because woot is playing Euro Truck. We will all just have to wait until he goes to bed.
On a serious note, yes the server is down. Maybe a host issue.. it'll be back up soon.

It's just not online. Calm down, can be for maintenance or because of attacks, or because 50 other reasons.
If you really want to check when it's back up, keep an eye on
http://sa-mp.im/ (or any other pages on the UCP), and look at the side bar by the right side of the screen. It keeps track of the number of players online. And, if offline, it will be " / " rather than "x/250"

It all depends, on what the problem is. woot will fix it ASAP - It'll probably be announced that it's back-up and he may address what the problem is/was.
