these skin mods do other people see them too or is it only people that have the mod installed?

If they're installed on YOUR pc, they're mods for YOU.
Unless woot implements certain mods in the script

Who either don't have modifications or have other modifications he sees as It is.

Some mods however (ELM and such)
are visible on other's screens. I wouldn't recommend using these unless given permission to though.

Nope, only you can see those mods.
There are some mods such as ELM which syncs with other players though.
