Weren't there plans to implant a "thank you" button on the forum? Or anything similar?

You will now it, Shadow. When you like what someone posted, you can use the "like" or "Thank you" button. Something similar like we had on facebook.
I thought Kelroy (?) said we will get this as replacement of the "rate" thing on the old forum.

As far I know that function is not able on this forum yet. But would be a good suggestion anyway.

He's not suggesting anything, he's asking if it was going to happen, because I think it's a possibility that one of the management might have mentioned it when this forum started up.

I mentioned it, worked on it, didn't succeed and then I forgot all about it. I'll look around now, but I'm not going to promise anything (again).
