I wanted to use the police mod they have on their website - visulisation

Its says something about IMG tool and i have the easy install

Can someone explain below as simply as possible - when it comes to mods, im an idiot.

The easy install of the LSPD modpack? Go to C:\Program Files (x86)\Rockstar Games\GTA San Andreas\SAMP (or wherever your GTA SA is installed) and backup custom.img and replace it with the custom.img you downloaded in the easy install.

Yes erm Rasim, how do i do the last bit, i can go to the file location but what do you mean with the custom.img

Just replace the existing custom.img with the custom.img you downloaded from the PD website. Can you confirm that this is about the LSPD modpack?

Just copy the custom.img from the folder the modpack is in and paste it in the SAMP folder the custom.img. It isn't that hard :S.
