Unofficial to Official

I went to ''team requests'' and noticed that there are two groups with a chance of becoming official(Crips and Ricci crime family),(I am in the crips) so when you have two or three awesome groups how do you decide which one gets to be official?Just by the vouches or how they are organised,are they rulebreakes,etc.I want to know every criteria for a group to become official.So please tell me what are ALL criteria for a group to become official.

3.) Quality members
4.) Quality leadership
5.) Plenty of roleplay
6.) Patience
7.) Don't ask for it
