If I get banned, will playing in an alt. account on another pc be ban evading?

Depends if it's an IP ban or an account ban.

If it's an account ban then you may play in your alt, if it's an IP ban then you may not.

Account Ban = Allowed
IP Ban = Ban Evading, which is not allowed.
