-Increased draw distance (mod by billybob bobson).
-Added procedural vegetation, more vegetation on countryside & desert areas (mod by Pauloso).

Draw distance mods are allowed, as it actually doesn't render players or vehicles at the increased draw distance but you're are right about the 2nd one. If the player can somehow remove that from this gta modpack, then he should be able to use it.

^^ This mod will add more bushes around countryside & desert areas haha so its fine I guess if its his personal preference to have more vegetation on those areas, other than that its fine. Not remove any default vegetation
