FACTIONS WILL SELL GUNS TO CIVILIANS BECAUSE THEY WILL MAKE MONEY FROM IT, AND THEY WILL LEFT SOME SPARE.

Only T1 and T0 can lock and unlock. T2 don't have any advantage against civilians in this matter.
