No man, that's not what I've ment, the game works fine, but it is not in full screen, that's the problem

I have the same problem. I've tried everything - updating drivers, downloading the latest versions of DirectX, and so on. Sand Andreas is an old game, there you could try restore an old update. some games do not support 'wide screen'
if you have a wide screen LCD/LED monitor try this to solve it
1: go in game's options>graphics/display option and change resolution to highest possible
2: some games has option of ratio in same place turn widescreen ratio on (16:9)
3: press your monitor's menu key and press 'fit to screen' option
doing these will remove the problem from mostly any new game and reduce it in old games
as old games have limitations regarding screen resolution sizes
