If it would come down to involving allies it will be Toa Kai + Kemi vs Barzini + Pat. Why? Because Kemi wanted to war barzini as well and Pat wanted to war Toa as well, this way all the wars would be settled in one, however we all know this would be extremely outbalanced since Barzini got waaaay more (active) members than Toa has.

The leaders and I settled the terms and they agreed not to involve allies. I asked them if they wanted permission to involve allies later in the war too, but they declined the permission.

The war is a result of an IC war proposal as well.
