PLEASE HELP - How to get LV license plate

Hello. I want a LV license plate. When I register my car at Temple, it is like SA123.
I have seen one that is LV-197. I want one like this. Can someone tell me how?

You cant.
The LV plates are only the vehicles that was registred when the server was in LV.

Go to the Government HQ, and tell meet the Mayor of LS. Give him a big stack of cash and he'll give make it so you get the LV plate.
