Gta san andreas "user files" missing

I tried to save game, and take some photos using a camera but it didn't appear. It also doesn't want to save the game [image c]

Regarding the issue, so far, i've tried:
- Turn off anti-virus and running game again
- Trying to download "Gta san andreas user files" from another source, but it did not worked.
- Changed the "Gta_sa.exe" file, also didn't worked [image d], it inquires some permission while I AM the administrator lol

In the [image a,b], are the screenshots of the files which i have. I'm pretty sure that either i'm missing something important, or that this is the windows issue, because i use windows 10. This is the 4th time i downloaded GTA from all the different sources, and EVERY single it doesn't want to save.

BTW i've tried to download GTA san andreas twice from various different sources, and EVERY single time i'm encountering the same problem...

Also i am missing "user files" from c/documents
