Wikipedia's report is done by Akamai which is a cloud networking Inc. So yeah, Akamai did a research and it was 6th at Q3 of 2015, and i can't sayanything if you don't find akamai's report legit.

Romania host sucks tbh, i used to have 100-150 ping with 2-3 PL, now i do have 190-350 ping and like 15-30 PL.
