it's probably your second time asking for this, Anyway, You can download those Overdose effects which consist blood effects, explosion effects and much more.
Download: Click here, Download the last update.
The installation process isn't that hard, You'll have to copy the files from the 'data" folder in the winrar to the "data" folder in the GTA SA location (/C>Program Files (x86)>Rockstar Games>GTA San Andreas), Same thing to the "model" folder.

It's allowed, it's one of Orka's mods that he posted in his ScreenShots in his Showroom Don't reply here if you've no clue about it.

What you're probably looking for is Overdose effects. It has that same blood effect, as well as other HQ effects.. Read Filipo's post above.
