Well first of all only a admin can give you a "OOC" mode. But I doubt if they will give you one. Since it can be abused. I am not saying you would do that just pointing something out.

But if you want to make a ooc tour, a tour arround the city you dont really need a ooc mode. I've done several ooc tours for new players and I didn't had ooc mode. If you get pulled over by the police just tell them out of character you are showing your friend OOC the town and if the cop is reasonable he will leave you alone;)

If you wish you can ask any helper to help your friend with a tutorial.
